The goals and results expected of the energy development plan in Rwanda
Goals
The plan would consist of:
- Supporting the Ministry of Energy (MINERENA) to elaborate and implement laws in the field of energy and more particularly concerning the tax exemption of the investments for the production of "clean" energy;
- Supporting the Ministry of Energy (MINERENA) to rebuild the technical and economic documentation destroyed in the war and necessary for its activity.
This organ would work over 2 years. It could be financed by the Austrian government (cf. Mrs A. Fujino).
- Making the energy assessment in the sectors of health, education and tea manufacturing;
- Making technico-economic proposals to reduce energy consumption and more particularly wood consumption in these sectors.
This organ would work over 2 years.
- The implementation of these hydroelectric small power plants in the peri-urban and rural sector, integrated to the economic development programmes (craft, industrial) under way;
- One sub-plan for the reinforcement of the local handicraft and industrial capacities and skills for the manufacturing and the installation of hydroelectric small power plant (technology transfer, joint venture, thematic training of engineers of the private sector, internships - exchanges of engineers of the private sector in state-owned and regional companies - South Africa - international...);
- One sub-plan for the reinforcement of the local capacities and design skills for the maintenance management of hydroelectric small power plants (thematic training of engineers, sector-based exchange seminars - mechanics, electricians...).
These three sub-plans will work simultaneously and will be planned so that they stay consistent with one another.
This organ would work over 3 to 5 years and could be subjected to the GEF for financing.

- The creation of a geothermal power plant (about 100 kW);
- A sub-plan for the reinforcement of local capacities and skills in the promotion and incentive to the implementation of geothermal power plants (thematic training of designers, promoters, technicians, sector-based exchange seminars - thermodynamics engineers, electricians...).
This organ would work over 2 to 3 years and could be subjected to the GEF for financing.
The whole plan will be a new organ of the UNIDO-integrated programme in Rwanda.
It will be confirmed and finalized in collaboration with the MINERENA technicians in a UNIDO mission in the first quarter of 2000.
The duration of this mission would be about 11/2 month.
Results expected for the project
The result expected is a document that will be subjected to the financial backers, which will include the complete description of the goals, the activities, the results expected and the costs of a large programme consisting of:
- A programme for institutional support:
- Support of the MINERENA for the elaboration of laws in the field of energy and concerning the tax exemption of the investments for the production of clean energy;
- Support of the MINERENA for the reconstruction of the technical and economic documentation.
- A programme for energy saving:
- Making the energy assessment in the sectors of health, education and tea manufacturing;
- Making technico-economic proposals to reduce energy consumption and more particularly wood consumption in these sectors.
- A programme for hydroelectric micro power plants:
- Reconstruction and rehabilitation of 4 hydroelectric small power plants and for the building of 6 new ones;
- Reinforcement of the local handicraft and industrial capacities and skills for the manufacturing of hydroelectric small power plants;
- Reinforcement of the local capacities and skills for the manufacturing of hydroelectric small power plants.
- A programme for the reconstruction, rehabilitation and implementation of a large group of photovoltaic solar plants;
- A programme for geothermal energy:
- Building of a power plant;
- Reinforcement of the local capacities and skills for the promotion and incentive to geothermal energy.
The whole programme is detailed in the documents appended and subjected to the MINERENA and UNIDO for comments (cf. doc J-CS/Rw/9415, doc J-CS/Rw/9417).

| A fall whose hydroelectric power plant has been destroyed and must be rehabilitated |
| The impact of these programmes would be considerable; here is
an example of it. In Rwanda, electricity is produced by four hydroelectric power plants,
which represent about 27.6 MW installed. Two of them are really operational (considering
the last events), producing about 78 GWh, which only represents 50 % of the consumption.
Rwanda is thus obliged to import 50 % of electrical energy. More than 259 microelectricity sites have been quantified in output and power. Among them, 106 are feasible in good technical and economic conditions. The rehabilitation of only two of them (partially destroyed in 1994) and the building of three others would be sufficient to produce one third of the power currently installed!!! |
